Dear Paskin,

I am afraid I have been some time in replying to your letter

of the 30th November. I have indicated in the margin of the draft des atch which you sent me certain additions which I think would strengthen the despatch. It seems to me desirable, after paragraph 3, to insert a passage indicating the position in which the rew discoveries place the British Government, and in paragraph 4 to des) rather more explicitly with the position of the casual population and

I the responsibilities of the British overment in regard to it. also think it would be better to omit paragraph 5 altogether.

I do not

at all object to the responsibility being placed on my shoulders, but I think there was a similar passage in a previous despatch, and if you repeat it too often, the Colonial -overnment may begin to regard me as a nuisance! I do not think the omission of paragraph 5 weakens the letter in any way. In connection with the latter part of the despatch. you may be interested to know that the information we have obtained in this country points to the existence of more than one syndicate with lar financial resources operating in the Far East, having their headquarters in different places in Japan, China, etc., and carrying on a large illicit traffic in morphine and the other manufactured drugs. It is interesting to see from Lloyd's report that similar syndicates exist for carrying on the raw opin traffic.
